BIOGRAPHY

Manuel Cabugueira is a Board Member at ANACOM, Portugal’s national regulatory authority for postal services and communications. He has led major initiatives in governance, policy planning, and legislative impact assessment, with previous roles at PLANAPP and the Portuguese Competition Authority.

Manuel also contributes to academia as an Associate Professor at Lusófona University and a lecturer at several Portuguese institutions. His extensive regulatory experience, both nationally and internationally, includes serving with the OECD Network of Economic Regulators and the Council of the European Union.
